They don't have a stage in the country club, would they allow me to rent one and have it set up inside?

You need to call the club first. A stobe light might be a bad idea as it can cause people who are epileptic to go into convulsions. Some clubs will charge extra for staple and tape damage to their walls and if they have another event the next day they will want all the decorations taken down. Your country club may have a list of decorators that they use or prefer. Has your DJ worked at that club before? as a member of the club you should have access to the Catering and Events Manager.
